Permits
The type of Permits provided for under the enabling legislation is Domestic Road Transportation Permits, Cross Border Road Transportation Permits and Abnormal Load Permits.​The Road Transportation Act and Regulations of 1977 (Act No 74 of 1977), provides for permits authorising the transportation of passengers for reward travelling on public roads within the borders of Namibia. (Domestic Road Transportation Permits)The Road Traffic and Transport Act, 1999 (Act 22 of 1999) allow for Bi-lateral and Multi-Lateral Cross-Border Road Transport Agreements. These agreements are entered into between Namibia and any other country or countries whereby arrangements are made for the control and regulation of road transport between Namibia and such country or countries.

Bi-lateral Agreements exist between Namibia/Zambia and Namibia/Zimbabwe, whereas Multi-Lateral Agreements exist between SACU Member Countries being Namibia, South Africa, Botswana, Lesotho and Swaziland.The issuance of the Road Transportation Permits is performed by the Transport Regulation and Competent Authority Sub-division under the Division Transport Information and Regulatory Services of the Roads Authority.All new applications, Transfer of Permits, Application for Additional Routes, and Changes to Routes will be published in the Government Gazette.


Domestic Road Transportation Permit


Domestic Road Transportation Permits are issued for the transportation of passengers for reward within the borders of Namibia. These Permits are issued for operation within Municipal Areas of Towns/Cities and for long distance transportation between towns in Namibia. 
  • Applications can be made for New Permits, Transfer of Permits, Permits for Replacement of Vehicle,Duplicate Permits and Amendment of Routes and/or Application for additional Routes,
  • In addition, applications can be made for Private Road Carrier Permits by businesses to transport ownemployees.
​       GAZETTE PROCESS
  • Applications for all the above-mentioned categories will be sent to the Government Gazette monthly and the Publication date is after the 25th of each month.
  • After Publication, Objections against a published Application should be submitted to Transport Regulations Office within 21 Days.
  • Process 5 months
Application Procedure for new Public/Private Road Carrier Permits
  • Complete Application Form. (Public/Private Road Carrier Permit)
  • Indicate type of Vehicle and Seating Capacity.
  • Indicate Taxi Rank number for Municipal areas or Detailed Route description for long distance transportation.
  • Attach a detailed Motivation on why there is a need for another road carrier permit to the already existing permits issued on a specific route or within a municipal area.
  • Attach Certified copy of Identity Document
  • Certificate of Conduct of applicants /shareholders
  • Pay Application fee
  • Gazette process 5months

Requirements to uplift an approved Domestic Road Transportation Permit
  • Certified copy of Identity document and/or Company Registration documents
  • Copy of Motor Vehicle Registration Certificate (ownership)
  • Copy of valid Motor Vehicle License
  • Roadworthy Clearance Certificate
  • Certificate of Conduct of Applicant /shareholders
  • Proof of paying Tax with the Receiver of Revenue
  • Pay processing fee
  • Permit issued same day
  • For transportation of Tourists, the Transport Company must attach a Founding Statement of registration from the Ministry of Industrialisation, Trade and SME Development
  • Certificate of Conduct of Applicant /shareholders
  • The Principal Business description should be for Transfers & Tours or Tours & Safaris or Shuttle
  • Principal approval from Namibia Tourism Board for each vehicle
  • ​For the Transportation of Employees of a company/business a Copy of Contract between the transport company and the company/business must be submitted.

Application procedure for Replacement of Vehicle.
  • Complete application form (Public/Private Road Carrier Permit)
  • Submit Original Permit
  • Copy of Registration Certificate of Motor Vehicle (Ownership)
  • Copy valid Motor Vehicle License (new vehicle)
  • Roadworthy Clearance Certificate (new vehicle)
  • Certified copy of Identity Document (certification not older than 3months)
  • Pay processing fee – issued same day

Please note: If the seating capacity increased/decrease with more than 20%, your application must go for
Publication in the Government Gazette.
  • Applications will be adjudicated by the Road Transportation Board.
  • Process takes 3months

Application procedure for Duplicate Permit
  • Submit Original Permit or Affidavit from the Police, if permit is lost or destroyed.
  • Certified copy of Identity Document (certification not older than 3months)
  • Copy of Registration Certificate of Motor Vehicle (ownership)
  • Copy of valid Motor vehicle license and Operators Card
  • Pay processing fee – issued same day

Application for Transfer of Permit (The transfer of Road carrier Permits are only allowed under the following
conditions):
  • Permit holder is deceased and the permit is inherited
  • Complete Application form (Application for Transfer of a Public Carrier Permit)
  • Certified copy of Death Certificate of deceased
  • Certified copy of Identity document of deceased
  • Executors letter (for prove of inheritance and who the Executor is)
  • Certified copy of ID of Executor
  • Permission Letter from Executor to Transfer Permit
  • Certified copy of ID of Applicant
  • Certificate of Conduct of Applicant
  • Copy of Motor Vehicle License
  • Roadworthy Certificate
  • Pay processing fee
  • Gazette process 3 months

Permit and Vehicle Transferred together

If the Permit holder can no longer afford to operate and/or maintain the vehicle. (In this instance both the
Permit and the vehicle linked to the Permit must be transferred
  • Complete Application form (Application for Transfer of a Public Carrier Permit)
  • Previous Permit holder to submit an Affidavit (Police Declaration) to confirm awareness of the permit being transferred to someone else
  • Attach Certified copy of Identity Documents of both parties involved (certification of document not older than 3months)
  • Original Road Carrier Permit
  • Copy of Registration Certificate of Motor Vehicle (Registered on new owner’s name)
  • Copy of valid Motor Vehicle Licence
  • Copy of Roadworthy Clearance Certificate
  • Pay processing fee
  • Gazette process 3 months

Application Procedure for Amendment or Adding of a Route (Change of Route)
  • Complete application form (Application for a public/private road carrier permit)
  • Certified Copy of Identity Document
  • Copy of Original Permit (Original to be submitted once application is approved)
  • Provide Detailed route description and Proper Motivation - why you wish to change or add the route
  • Copy of Registration Certificate Of Motor Vehicle (ownership)
  • Copy of Valid Motor Vehicle Licence
  • Pay processing fee
  • Gazette process 3 months

PLEASE NOTE:
Section 31(1)(f) of the Road Transportation Act, 1977 (Act 74 of 1977) stipulates that …
" Any person who - being the holder of a permit, makes that permit available to any other person to
undertake road transportation not authorized under this Act,"; shall be guilty of an offence."

Cross Border Transportation Permit


Cross-border road transport permits are issued in terms of the Road Traffic and Transport​ Act for the transportation of goods and passengers between Namibia and contracting
countries.

Requirements for Cross Border transportation of Passengers in terms of the enabling legislation are as follows:

  • A carrier shall apply for a permit for a scheduled international passenger service to its Competent Authority and such application shall contain all particulars as may be determined by the Competent Authority.
  • The Competent Authority issuing a permit for a scheduled international passenger service shall formulate the conditions of issue of the permit, namely its validity period, the routes, the services frequencies, stopping points,timetables, tariffs and other details necessary for the smooth and efficient operation of scheduled international passenger services, in consultation with the other Competent Authorities.
  • In the case of approval of an application for a permit in terms of sub article (5),the Competent Authority shall, for record purposes, forward information pertaining to the permit to the Competent Authority of the other Contracting Party.
  • A passenger lists shall be required for the conveyance of passengers on international circular tours and international transit tours.
  • International circular tours, international transit tours and occasional international passenger service shall not be subject to a quota, although a ​permit shall be required for their operation.
  • Permits for international circular tours, international transit tours and occasional international passenger services shall be issued by the Competent Authority of the Contracting Party in which the passenger originate, and shall be valid in the territories of all the Contracting Parties, for a period to be determined by the issuing Competent Authority. Application Procedure: Cross Border Permits for Goods and Passengers  Business Registration Document from Ministry of Industrialization Trade and SME Development (Only for first application).
  • Complete application form (Application for Cross Border Road Transportation Permit).
  • Submit Copy of Registration Certificate of Motor Vehicle.
  • Submit Motor Vehicle License & Operators Card.
  • Certified copy of Identity Document (certification not older than 3months)
  • Pay processing fee – Same day

For transportation of Passengers on a regular basis, all applications will be referred to the Competent Authorities in the contracting country to grant permission to load and/or of-load at specific loading terminals in that country. The waiting period for this authorization is 14 days from day of application.

The national road reserve is the full width of a proclaimed road, including the roadside and the roadway. Proclaimed public roads, such as trunk, main and district roads, generally have a road reserve width of 60 meters, measured 30 meters to either side of the road centre line. The road reserves of these roads fall under the jurisdiction of the Roads Authority.​
