The Transport Regulatory Services (TRS) Division manages 44 Registering Authorities (NaTIS offices) countrywide of which some ​are managed by local authorities. The following services are offered at the Registering Authorities.
  • Vehicle registration and licensing, 
  • Roadworthy testing

  • Application for personalized and specific numbers
  • Application for Temporary and special permits

Vehicle registration and licencing, 

All vehicles used on the public road must be registered except specifically exempted by legislation. Registration for a motor vehicle must be within 21 days from the date when liability arises.

REQUIREMENTS FOR MOTOR VEHICLE REGISTRATION


New Vehicle

Used Vehicles (second-hand vehicle)
  • Application form for Registration and Licencing
  • Valid Namibian Police Clearance (90 days)
  • Registration Certificate
  • SARPCCO Clearance (imported) Customs & Excise Documents (imported) [SAD 500, Release Order, (Declarant Receipt if not registered form Import VAT)
  • Steering Mechanism
  • Document relating to registration (Diplomatic/SADC/UN/SACU), Government vehicles (GRN/NDF/NPS/POL) Letter from accounting officer (if vehicle not on NaTIS)

Letter of exemption from Ministry of Works & Transport (in case of Donation)

Built-up: Vehicle build up from Scratch (Not on NaTIS system)

  • Police Declaration (if receipts are not available –> both Buyer & Seller or Donor & Recipient)
  • Affidavit (Affidavit Form)
  • Weighbridge Certificate (tare)
  • Police clearance

Built-up: Vehicles previously on NaTIS but rebuilt with parts from seller

Inherited Vehicle (local) not on NaTIS
  • Police Clearance.
  • Registration Certificate of previous manual system (if available).
  • Executor letter / Magistrate Letter in case of customary inheritance (and in case of missing Registration Certificate for local inheritances)

Inherited Vehicle (foreign)
  • Police Clearance / SARPCCO Clearance (foreign inheritance).
  • Executor letter / Magistrate Letter in case of customary inheritance (Confirmation from Operational Support required).
  • Registration Certificate (if available).
  • Customs & Excise Documents (foreign vehicle) [SAD 500, Release Order,(Declarant Receipt if not registered form Import VAT)].
  • Letter of exemption from Ministry of Works & Transport (in case of missing Registration Certificate for foreign inheritance).

Repossessed Vehicle (Sold on auction).

  • Police clearance.
  • Court Order (warrant of execution, letter from the deputy sheriff, Notice of execution, Tax Invoice).
  • Affidavit from financial institution.
  • Registration Certificate from manual system (if available).

Recovered Stolen Vehicle
  • NaTIS Deregistration Certificate (if available).
  • Police Clearance.
  • Letter of exemption from Ministry of Works & Transport (in case of missing Registration Certificate).

MOTOR VEHICLE LICENCING

All registered motor vehicle in Namibia must be licenced whether it is operated on a public road or not, unless exempted in terms of the regulation. Licencing for motor vehicle must be done within 21 days from the date it is registered.

Requirements for Licensing of motor Vehicle:
  • A certificate of roadworthiness (if applicable)
  • Payment of prescribed fees

Requirements when Motor Vehicle Changes Ownership (second hand)
Notice of Sale of Motor Vehicle (what to do if you intend to sell your car)

  • Application form – Notification of Sale of motor vehicle fully completed by the seller and the buyer, seller must submit the application form to the nearest NaTIS office.
  • Buyer and seller identification documents must be attached, (Certified copy of Namibia ID, Valid Namibian driving licence or Traffic Register Number)
  • Vehicle licence disc must be valid (not expired) for the transaction to be completed
  • The buyer should register the vehicle on his/her name within 21 days

De-registration of motor vehicles (processes)

  • Application form –  Application for deregistration/scrapping of motor vehicle and Affidavit form for scrapping a motor vehicle.
  • Attach copy of valid Namibian driver license, traffic register number or certified Namibian ID.

*If the vehicle is expired, penalties and arrears will be charged.

Duplicate de-registration or registration certificates (who can apply for this certificate, how much does it cost, how to apply for it (process)

  • Application form –  Application for certificate/duplicate documents IRO motor vehicle should be completed.
  • The owner must apply in person at NaTIS, in case of the company, proxy or representative should be able to obtain the duplicate.
  • In case of the owner not available, he/she should authorize someone via an affidavit.
  • Attach copy of valid Namibian driver license, traffic register number or certified Namibian ID
  • The cost is N$151.00​
